As part of Stroud District Council’s (SDC) wider programme of carbon reductions – Target 2050 – it is working with Severn Wye Energy Agency (SWEA) to deliver energy saving home improvements to local homes.
The PAYS pilot will help to build upon the local network of installers and the ‘exemplar homes’ which reduce carbon emissions from a range of existing house types.
Home owners joining the programme will receive a tailor-made home energy survey and report, identifying measures that would be required to achieve deep carbon cuts, with estimates of energy, carbon emission and fuel bill savings. Further advice will be given to encourage action to be taken on making improvements, and to identify installers and sources of finance. 50 homes in the district will be given the opportunity to take out a PAYS loan during the pilot phase. SDC will manage the repayment process and SWEA will project manage the advice and installation process throughout.
Households will be encouraged to join a complementary behavioural change programme to self-monitor and reduce energy consumption.
The Target 2050 programme has been developed by SDC in partnership with SWEA to support and enable homes, businesses and community action to reduce carbon emissions in line with global and national targets.

How do you apply?
If you are interested in applying then you should contact SWEA on 01452 835076 (or e-mail target2050@swea.co.uk) to discuss potential improvements and sources of funding. If the PAYS scheme sounds appropriate you will receive a free home energy survey, report and action plan which includes advice about other sources of grant funding and a copy of the current installer list. You will then need to obtain two quotes per measure and submit these to SWEA, who will confirm in writing the repayment options. The loan application form will also be enclosed, this needs to be returned to SDC. Once the loan has been agreed the installation of measures can go ahead.
